Hello,
I'm wondering about this model, Zero Sette b18 electronic.
I bought one, I'm sure it's a fixer upper. I'm hoping that it's worth
fixing but have not received it yet.
Curious as to when they were made, would they have good reeds,
are they a decent acoustic accordion?

I have no idea about the electronics. But Zero Sette is the same factory as Bugari. Zero Sette accordions are very good, just like Bugari. (Main differences in current models are the grille and the logo.)
 
The B18 was Zero Settes model to compete with the Cordovox, Elkas and Accorgans of the 60 to 70s. The accordion was a mediocre construction with out of date electronics by todays standards. If you have the tone generator and the firing cable the electronics will work something like this ---
 
My Elka had a fun Lowrey Organ sound with the 2-speed rotary, it was something that I used pretty often. The FR-8X can do something quite similar:
