What do the 3s mean?

I'm in need of more help. This piece has the number 3 at adjacent notes. Is this a fingering guide? And if so does it really suggest using the 3rd finger twice?

Sorry, can't help you here. You only show a small piece. We cannot even see what key the song is in. The strangest bit is at the bottom right where there are 2 numbers. Maybe there is fingering for PA and CBA (one above and one below the notes)?
The "Sol" is also strange. Surely people must be expected to be able to read the notes and see that this note is indeed a G (sol)...

The numbers above the notes are for PA and the numbers below the notes are for CBA (C system).
The numbers with the bass notes are fingering for Stradella (standard) bass.
Ditto. And the fingering could be done a little better, IMNSHO.
