VBC accordion enamel badge mystery

I was wondering if anyone could identify this vintage enamel badge with the initials VBC. The badge, judging by the patina dates to the 1950s/1960s. Could the initials stand for Victoria Bass Compact? Is it a club eg Victoria British Columbia? The Canadian club is relatively new so I’ve discounted that!

There is a band called Very Be Careful, and it sells t-shirts and buttons marked "VBC" - not of exactly this design, mind you, and their current accordionist plays diatonic button, not PA. But if you're bored you could write and ask if they made these a couple decades ago.
