It's a Paolo Soprani 
It appears to be a model with 2 treble reed sets; low and middle, usually called LM. That usually means it’s a model oriented towards a student. Paolo Soprani was a well respected brand and made some higher end models. I would expect this model to be well constructed but built to compete in the entry level market. The value of these more entry level instruments is highly dependent in how much degradation to playability has occurred in intervening years. Individual reeds that don’t play cleanly or are out of tune and air leaks all degrade playability.
