If you go to Google search and type in -- mien heimatland march noten -- you can find the charts.

I've seen the book in a music shop.
If I remember correctly it was fairly cheaply produced and is crammed with simply annotated lead sheets plus words for those wanting to sing along.

Does anyone have this book :)?

I have the book Mein Heimatland for some 10 years, its the one with the arrangements for accordion by Willi Drahts and Wilhelm Lutz.
Its this one: http://www.schott-music.com/shop/1/show,37860.html
Mein Heimatland. Die schönsten Volks-, Wander-, Trink- und Scherzlieder
A4-format
192 pages, about 180 folksongs.

I think there might be a misunderstanding , its not the march mein Meimatland, but the title of this collection.
The version I have has the full traditional staff notation for melody and for bass line, + chord symbols, and texts of the folk songs.

A lot of good arrangements for 20 euro, well worth the money in my opinion.

The book is a top seller, proof is the many Other editions for all sorts of instruments or voice:
ED 2223 = Violine
ED 2666 = Akkordeon
ED 2222-10 = Textbuch
ED 6636 = E-Orgel
ED 5000 = Melodie-Ausgabe
ED 2222 = Klavier
ED 5186 = Violoncello/Posaune
ED 6742 = Trompete (Klarinette)
ED 4060 = Diatonische Handharmonika

But if you only want the melody+chords, youll find a lot for free on the link mentioned above and here:
http://www.lieder-archiv.de/

If we want to harmonize with third or sixth bellow the melody note should it be third / sixth in the scale corresponding to the current chord or to the key of tune?

If I understand you correctly, it should be the current chord otherwise that would mean your harmonising note would be fixed for the whole tune, regardless of where the harmonies were taking us.
