Not much accordion these days in the Rue de Lappe, still some on mondays from 14h-19h in the afternoon retro music often accordion, the historic Balajo in the Rue de Lappe (Jo Privats accordion dancing hall for the bals musette in the old days): http://www.balajo.fr/soirees.php
(only mondays, the other days its modern pop and electro- techno)
You can also browse the Paris websites, look for musette, guinguette (singing along retro songs often with accordion), festival accordéon, bal musette, ...
Its huge, for professional and amateur musicians, but the accordion will only be a very small part of this 3 days event. There is some accordion activity but not much.
I saw Francois Parisi play in Cafe Barricade in Belleville, and also an Edith Piaf night with an accordionist and a singer in a restaurant in the same suburb.
