Not sure what you mean by "the base tuning is sharp"... But generally on an accordion with just Stradella bass you would probably not notice if the bass side and treble side are tuned to the same standard unless you use the highest bass register (together with the treble side). What you would notice is if the bass side is simply out of tune (with itself). Of course it is best when both treble and bass side are tuned to the same standard. But I have heard rumors of accordions being manufactured with the bass side tuned to about 0.5Hz higher than the treble side and I suspect that this is because especially the lower (bass) notes tend to "bend" down a bit as you play louder.
