I have seen these for years at NAMM, pretty good for schools. The material used for the bell has the biggest effect on tone.

Plastic drone reeds have been used extensively in bagpipes for over 25 years and have superceded cane reeds.
plastic reeds for the chanter has not been successful.
The main problem with plastic vibrating is "plastic fatigue".
Like metal, if it is bent repeatedly it will crack.
That said, I have used the same plastic drone reeds for about 15 years and the tongues, which are replaceable, have been changed once.
Virually all pipe bands now use Delrin chanters.
 
This "instrument" uses a variety of plastic materials "successfully."
