Bass Tuning

Hi, I'm tuning the base side of an 24 bass Hohner Imperial 2, a couple of questions,

in the treble side I tuned one row of reeds, zero the other row of reeds to + 13 cents, in the bass there are two rows of 12 reeds for the chords, I asume I have to do the same in the bass for the chords, is this correct.

for the bass notes, there are two reeds, will these be an octave apart, so will they need to be tuned spot on.
