Bass buttons on Steirische diatonic

This is my first Steirische diatonic to work on and need some advice. Should these bass buttons be all the same height or was it made this way on purpose. None of the metal actuators appear to be bent. See photos.

Yes, they are bent to pass each other. I don't see anything that would cause the one row to be uneven. I guess that the wooden buttons just are not seated down far enough, although none are loose.
